Guide to NPHCDA Salary Structure in Nigeria

The National Primary Health Care Development Agency is an agency of the Federal Government under the Ministry of Health that was established in 1992. In 2007, NPHCDA was merged with the National Immunization Program by the then government of Olusegun Obasanjo.

The year 1986 and 1992 ushered in remarkable and innovative progress in the development of Primary Health Care in Nigeria, focusing on the Local Government Areas (LGAs), earning Nigeria a front seat in the list of countries that have done considerably well in the area of equitable distribution of health care services.

To capitalize and improve on these notable achievements in the area of primary health care development, the National Primary Health Care Development Agency was established following a recommendation of the WHO experts through Decree 29 of 1992.

Functions of NPHCDA

The national health care development agency was established to fulfill the following core functions:

Control Preventable Diseases:

Eradicate polio, and limit the occurrence and impact of diseases using education, immunization, and other proven interventions.

Improve access to Basic Health Services:

Make basic health services available by ensuring communities have access to health facilities, services, and basic health insurance.

Improve the quality of care:

Ensure basic health services are people-oriented and delivered according to established quality standards and protocols.

Strengthen the institution:

Strengthen Zonal structures, State representation, internal communications, monitoring and evaluation, procurement, and the financial management system.

Develop a high-performing health workforce:

Organize systems and structures to deliver effective support services through, for example, PHC guidelines, norms, and enabling acts for states and LGAs

Strengthen partnerships:

Mobilize and coordinate stakeholders such as Ministries, Departments and Agencies, and development partners to support the implementation of PHC.

Strengthen community engagement:

Promote community participation, ownership, and responsibility for health through Ward Development Committees and communication and programs.

NHCDA salary structure

The Consolidated Health Salary Structure (CONHESS), is the official salary scale for health and allied bodies in Nigeria like the National Primary Health Care Development Agency (NHCDA). The lowest-paid worker under the CONHESS salary structure which is 01 Step 1 earns a monthly salary of about 22,320 Naira monthly, and 301,669 annually. Below is the approved CONHESS salary scale.

The National Primary Health Care Development Agency uses the Consolidated Health Salary Structure (CONHESS).

NHCDA Allowances

Housing allowance: Staff members of the National Primary Health Care Development Agency are also covered by the housing scheme of the Federal Government of Nigeria under the National Housing Fund which is deducted monthly from their salaries.

Annual leave allowance: Each staff is entitled to a three-week annual with 10% of his or her annual salary as a leave allowance.

Health care: Each employee of the federal government is covered by the national insurance scheme.
