National bureau of statistics Nigeria (NBS): A brief History

The National Bureau of Statistics (NBS) came into being with the merger of the Federal Office of Statistics (FOS) and the National Data Bank (NDB). The creation was part of the implementation of the Statistical Master Plan (SMP), a program document of the Federal Government of Nigeria (FGN).

The merger was to give the agency a national outlook as the apex statistical agency for all the three tiers of Government.

NBS is expected to coordinate Statistical Operations of the National Statistical System in the production of Official Statistics in all the Federal Ministries, Departments and Agencies (MDAs), State Statistical Agencies (SSAs) and Local Government Councils (LGCs)

Nigeria operates Federal System of government with 36 States and Federal Capital Territory and 774 Local Government Areas (LGAs). At the federal level, each Ministry, Department and Agency has Director of Statistics. Each state has Director of Statistics and Head of statistics Unit at Local Government Areas. All these including Statistical Institutes constitute the Nigeria National Statistical System (NSS).

The Internal Organization of the bureau is built on Statistics Act of 2007 which is the Legal Instrument established by the Acts of Parliament.

Poverty is multi-dimensional and no single indicator can capture all the aspects of poverty. We define poverty based on the availability of certain basic needs such as food, clothing, shelter, sanitation facilities, pipe-borne water, education, good healthcare and access to information. Statistically however, we determine poverty based on income and/or consumption, which assigns numbers to living standards and makes it easier to calculate poverty. The National Bureau of Statistics (NBS) captures poverty rates across Nigeria with three different approaches;

(1) Absolute Poverty Approach

(2) Relative Poverty Approach

In Nigeria 40.1 percent of total population were classified as poor. In other words, on average 4 out of 10 individuals in Nigeria has real per capita expenditures below 137,430 Naira per year. This translates to over 82.9 million Nigerians who are considered poor by national standards. It is important to note, that this number excludes the state of Borno.

The National bureau of statistics is charged with the duty of collating numbers in key areas of the economy. Unemployment and Underemployment rates vary across states according to the nature of economic activity predominant in each State. States with higher focus on seasonal agriculture tend to have higher rates of underemployment compared to unemployment. This may swing from high full-time employment during periods of planting and harvest, when they are fully engaged on their farms, to periods of high underemployment and even unemployment at other periods in between.

Of a total employed (full time employed and underemployed which is 20 and above working hours a week) of 69.09 million, 17.88million or 25.88% work for pay/ wage, 45.47 million or 65.82% are self-employed working in agriculture (25.47 million or 36.87%) and non-agriculture related activities (20.0 million or 28.95%), 779,002 or 1.13% are paid apprentice and 4.95 million or 7.17% are unpaid houseworkers.

Energy commission of Nigeria: History and background

The Energy Commission of Nigeria (ECN) was established by Act No. 62 of 1979, as amended by Act No. 32 of 1988 and Act No. 19 of 1989, with the statutory mandate for the strategic planning and co-ordination of national policies in the field of Energy in all its ramifications. By the Mandate, the ECN is the apex government organ empowered to carry out overall energy sector planning and policy implementation, promote the diversification of the energy resources.

The primary objective of the organization are listed as follows;

  1. Serve as a center for gathering and dissemination of information relating to national policy in the field of Energy development;
  2. Serve as a center for solving any inter-related technical problems that may arise in the implementation of any policy relating to the field of energy;
  3. Advise the government of the Federation or a State on questions relating to such aspect of energy and funding as the Government of the Federation or a State may from time to time refer to it;
  4. Prepare, after consultation with such agencies of government whose functions relates to the field of energy development or supply as the Commission considered appropriate, periodic master plans for the balanced and coordinated development of energy in Nigeria and such plans shall include recommendations for the exploitation of new sources of energy.
  5. Liaise with all international organizations on energy matters such as the International Atomic Energy Agency, International Renewable Energy Agency (IRENA), World Energy Council (WEC) and other similar organizations.

To secure admission into Babcock University, a good score in JAMB examination is required. The cut-mark for Babcock University is 180. Candidates are to apply for courses of their choice by obtaining the Babcock University Admission Form. The form is needed for the screening and verification exercises. Applicants may not be admitted without fulfilling the demands of the screening exercise.

In order to apply for Babcock University Screening/Verification Exercises, please follow the steps below:

Step 1:

Go to http://applications2.babcock.edu.ng. Now click on the “Click to start application” button. Create your login details with a valid email

address and your telephone number to receive your password.

Step 2:

The next step is to login with your username (your email address is your username) and use the password sent to your email address. To login click on the “Click to start application” button. Select Login and proceed.

Step 3:

This is where you will begin filling the form provided. Make sure you fill all required Information. When you are done filling the form, save it. Now you need to upload your passport photograph, either a PNG or JPG format. Select your Screening Centre and Date of Screening. The National Environmental Standards and Regulations Enforcement Agency is responsible for the protection and development of the environment. It also foster biodiversity conservation as well as sustain the development of natural resources in Nigeria. The Amendment Act was primarily set to amend the NESREA Act in order to review the conditions of appointment of council members. Also, it was developed to increase penalties and permit the search of premises without the requirement of warrant and other issues.

 

National environmental (electrical/electronic sector) regulations 2011

The National Environmental (Electrical/Electronic Sector) Regulations 2011 is the Act which prohibits the people from carrying, depositing and dumping of harmful waste on territorial waters, any land, or matters relating thereto.

Nesrea permit

Environmental permits are useful for businesses and industrial facilities, especially those whose operations may have direct impact on the environment. Workplace must be environment-friendly. They must also comply with the environmental standards and regulations relating to their industry.

 

Some types of Permits

There are five main categories of Environmental Permits by NESREA. They are:

  • Eco-Guard Certification.
  • Air Quality Permit. This deals with issues concerning Open Burning, Atmospheric Emissions, Vehicular Emissions, Noise, and Refrigeration and Air Conditioning equipment (RAC).
  • Waste and Toxic Substances Permit. This permit relates to Restricted Chemicals, Waste Generation, Sludge Disposal and Effluent Discharge.
  • Used Electrical and Electronic Equipment Permit. It deals with the handling, import and export of Used Electrical and Electronic Equipment.
  • Biodiversity Conservation Permit. This relates to issues concerning the asssess to Genetic Resources.

How to Apply

You are to complete and submit the application form to the nearest NESREA office close to you. Also, you need to attach two hard copies with a soft copy of relevant documents.

Please attach these documents with your application form:

Receipts of the Processing Fees.

Certificate of Incorporation.

Payment receipt ( the official receipt of revenue). Get this from any NESREA office close you.

Environmental Management Plan (EMP).

Tax Clearance. Make sure it is for the past three years.

Monthly Monitoring Report. At least for past three months.

Evidence of Environmental Impact Statement (EIS). Use it if applicable.

Environmental Audit Report.
